2008 PPS Reform Final Rule
On Wednesday, August 22, CMS announced its final ruling to the home health prospective payment system (HHPPS). This final rule incorporates sweeping changes to case mix calculation, Oasis questions and final compensation calculations. For a full break down of the changes, please refer to the final rule (CMS-1541-FC).
You can rest easy knowing that GLMI is already working on incorporating these changes into the Ubiquity system to ensure that you are compliant with changes. However, this does not mean that your job is done! Please take the time to look over all of these changes and determine how your agency will be affected! To help in this process, GLMI has put together a fully functioning 2008 PPS Calculator to provide a full analysis of the 2008 HHPPS reform.

Installing:
- The download and installation of the tool implements what is known as a “Click Once” deployment. What this means for users is a very easy, streamlined installation. From our web site, you simply have to download and run the setup, answer ‘Yes’, ‘Install’, and/or ‘Accept’ a few times, and the program does the rest, requiring minimal user interaction. This ensures that the tool is installed the right time, every time.
- This tool does require some necessary software to be able to run: Microsoft .Net Framework 2.0 and Crystal Reports for .Net 2.0. If the installation does not find these on the user’s computer, it will automatically download and install them for you. Again, this means minimal user interaction, and lowers the required computer competency level for users.
Using:
- When the user is actually creating scenarios within the tool, they will be using an interface that is designed to flow Top to Bottom and Left to Right. This is the generally accepted layout for programs and documents. The easy layout will enable users to get right into the program and start using it with little to no prior knowledge of how the tool works.
- The tool also has quick links to important online materials that they will need to have access to, including: 2008 Federal Register, OASIS and a summary of changes to PPS. This will ensure that users will have everything they need to understand the coming changes at the tips of their fingers.
Updating:
- Once the tool is installed and ready to go on the computer, it will perform automatic updates. This ensures that the user will always have the most up to date version, and will enable us to quickly implement any changes that need to be done on any scale. We will be able to make the required changes and have them propagate down to everyone that has installed the tool. This again will require little user interaction, simply clicking ‘Update’ when the program detects an update and prompts the user for an action.
